Obituary of Scott C. Baxter
Passed away suddenly on February 17, 2026, at age 66. Predeceased by his parents, Carlton and Ellen Baxter. Survived by his loving wife of 19 years, Lori Weber-Baxter; Devoted children, Philip Baxter, Elliot (Bridgette) Baxter, Chris (Clara) Weber, and Jeff (Carrie) Weber; Granddaughter, Rowyn Baxter; Sister, Laurie (Robert) Mastrocola; Niece, Kara Mastrocola; Nephew, Mark (Lyndsi Lloyd) Mastrocola; Father-in-law, Frank Moscato (Sharon); Mother-in-law, Karen Kenyon, and Brother-in-law, John Moscato (Debbie). Also, many cousins, family, friends, and loving pets.
Scott Carlton Baxter was born on March 31, 1959, and raised in the Swillburg neighborhood of Rochester, NY, with his sister, Laurie. His parents, Carl and Ellen, provided a warm, loving household and instilled strong family values that he carried throughout his life. Growing up, Scott was an Eagle Scout, a champion high school track athlete, and developed a passion for cars, beginning with his 1967 Mustang, which he recently restored. He obtained his business degree from SUNY Fredonia, where he enjoyed playing ultimate frisbee and developed many friendships.
He and his first wife, Molly, had two sons, Phil and Elliot, who became the center of his life. He enjoyed coaching them in little league and taking them on adventures that created lasting memories. He was a loyal advocate who taught them at an early age to enjoy life’s little moments, always think of others, and understand the importance of family.
During his long and successful career at Paychex, he won numerous awards, developed life-long friendships, and as a leader, he positively impacted the careers of others. Most importantly, while there he met the love of his life, Lori, and her two sons, Chris and Jeff. They married in 2006 and shared a beautiful blended family, raising their four boys together along with his beloved dog, Mya.
His devotion to his wife and family was unwavering and never more evident than when he supported and cared for Lori during her recent illness. His strength and relentless positivity helped her never lose hope and led to an amazing recovery.
Some of Scott’s fondest memories were created with the family at their cottage on Conesus Lake, where he made everyone feel welcome. There he enjoyed sharing time on the boat, jet ski rides with Mya, cocktail hour with neighbors, the annual Ring of Fire celebration, and campfires on the beach. He was always in awe of the beautiful sunsets and was fascinated by the night sky.
Scott loved music, old TV shows, and cooking for his family. He was meticulous with his many projects and loved sharing them with others. His love for life was contagious. He always had a smile on his face, enjoyed making everyone laugh and forever stayed a kid at heart.
Above all, Scott’s greatest love was his family. He was a devoted husband, father, grandfather, brother, and uncle. His newest and most cherished role came from being a grandfather, Oppi, to his granddaughter Rowyn who in Scott’s words, “melted his heart.”
To know Scott was to love him. He will forever be in our hearts.
Calling hours will be held on Monday, February 23, from 3pm – 7pm at Falvo Funeral Home 1295 Fairport Nine Mile Pt. Rd. Webster, N.Y. 14580. On Tuesday, please join the family at 11am at All Season’s Chapel in White Haven Memorial Park 210 Marsh Rd, Pittsford, N.Y. 14534.
